What does tourism has got to do with taxes? Panama's tourism industry was already improving the last five years (with over a dozen hotels built) when a tax treaty proposal was unheard of.
If the US ambassador to Panama believes we are dummies, I am very sorry to disappoint him. He's better off telling a tale about cowboys! Or choosing another country to tell his fairytales...
