This kitten has recently joined the ranks of Panama City's stray cats. A feline population explosion in many city neighborhoods may be bad news for the rats, mice and pigeons, but it also carries with it various aesthetic and sanitation problems. We don't have much of an animal control program at any level of government, our animal welfare groups are small and underfunded, and public opinion is divided among a majority who ignore the cats, a substantial minority who feed them and a small group who kill or abuse them.
