Panama City's Mercado de Mariscos --- city seafood market --- exists thanks to assistance from the Japanese International Cooperation Agency. The health standards, selections and freshness of the food available there give it the edge over the capital's many other places that sell seafood. Another advantage is that you can buy the fish or crustaceans you want from vendors downstairs and take it to the restaurant upstairs, where they will prepare your selection in the style you want for a reasonable price.
