What our tax structure does to historic buildings

This building at the point where Via España turns into Avenida Central was last used by a private school, but in its heyday was a fine hotel and noteworthy politicians' hangout. Panama's historic preservationists consider it an architectural landmark worth saving, but it's being demolished instead. One of the principal obstacles to the preservation of Panama's historic architecture is a tax structure that exempts all new construction from property taxes for 20 years. That provides an economic incentive for the demolition of old buildings. Photo by Eric Jackson
