The former Howard Air Force Base was temporary home to US military helicopters like this Chinook as well as some Blackhawks as part of the recently concluded Nuevos Horizontes National Guard and Reserves maneuvers. Panama has yet to come up with a civilian use for Howard --- the Interoceanic Regional Authority (ARI) has repeatedly exaggerated its attibutes to potential investors and demanded unreasonable prices for the real estate. Most recently a couple of multinational air freight companies had expressed an interest in using it as a regional package handling hub, but a possible high-rise hotel development that ARI has been touting at nearby Kobbe could make Howard unsafe for any commercial aviation purposes.
