It wasn't red at low tide on this morning --- when this photo was taken there were no unusual spills into Panama Bay, just the ordinary mixture of raw sewage and garbage. Miss Universe contestants are being whisked by such scenes in air-conditioned buses, but more ordinary visitors passing through the neighborhood are likely to notice the smell. The Moscoso administration, which has taken great care to ensure that nothing has been done to clean up the bay while Juan Carlos Navarro, a member of the opposition Democratic Revolutionary Party (PRD), holds the mayor's office, is now announcing a long-term plan to clean Panama Bay. There are no significant funds to do anything this year but Mireya may sign some contracts in an attempt to ensure that the work goes to the people and companies of her choice after her term in office ends next year.
