Construction is proceeding slowly on the roads, ramps and overpasses between Albrook and Balboa. That's mainly because funding has slowed down to a dribble, as the Moscoso administration has nearly maxed out Panama's credit and is putting its construction spending priority on the second bridge across the Panama Canal. The effect is a confusing and somewhat dangerous series of traffic detours in the area. Photo by Eric Jackson
