"Externalizing" construction costs
What to do if you're a construction company trying to maximize profits? One thing that is frequently done, both by small builders struggling to stay alive and by the rich and powerful who need to keep up appearances by getting their kids BMWs to drive to school, is to "externalize" costs. That is, to pass the cost of dumping the detritus involved in that line of work to you and me. That's what's being done here. These sorts of environmental offenses are relatively easy to investigate and solve --- and when the culprits are tracked down they will invariably say that they paid someone in good faith to do their disposal, which if prosecutors care to do so can almost always be easily disproven --- but at the moment this sort of procedure is commonplace. What makes this particular illegal dumpsite even more outrageous than the norm is that somebody with a reasonably good throwing arm could hit the National Environmental Authority (ANAM) headquarters building with a piece of this debris thrown from this location.
