One of the few actual schools that has taken up physical residence at the City of Knowledge that encompasses the greater part of the old Fort Clayton is the Balboa Academy, which more or less uses the Department of Defense schools as the template for its programs. But of course, this is Panama, where the patriotic parading season is in November. So how to combine two cultures? By starting the parade season early, of course, with a Halloween celebration.
