So what's the sticking point that's preventing a bilateral free trade agreement between Panama and the United States? Actually there are several. One of these is the US demand for a quota that would all the Americans to export 4,000 tons of chicken thighs and drumsticks per year to Panama. Why just those parts? It seems that most of the white majority in the United States has a marked preference for the white meat --- breasts --- and even though a lot of white Americans prefer the darker cuts --- thighs and drumsticks --- it adds up to high demand for part of the bird and low demand (and prices) for other parts. The US chicken growers would like to export their cultural imbalance away, but Panamanian poultry interests see it as a desire to dump cheap cuts on the Panamanian market, which they fear would ruin them. And of course, if Grupo Melo and the others are run out of business, that would open the way for Tyson and Holly Farms to take over the Panamanian chicken market if they so chose.
