First lady plugs children's TV

First Lady Vivian de Torrijos, who comes to her present job by way of a career in the advertising industry, appears here with her kids at a ceremony to announce that MEDCOM's Channel 7 --- one of the old SCN frequencies that have been auctioned off to the existing commercial networks but seldom used --- will be home to children's programming.
