A false start in San Carlos

An experiment that hasn't yet succeeded

Here you see the vacant San Carlos tourist center, which has been closed for a few years. It really wouldn't be fair to call this a failure, because the buildings are still there and and the beachfront project could be revived. So what happened? It seems that a combination of bad planning, a beach that wasn't kept clean enough, a town where too few people had been educated in the skills needed for the tourism industry, skimpy available resources and political changes that brought in new local officials who weren't so enthusiastic about continuing and fine-tuning a project inherited from their predecessors all played their parts.
