A question for the know-it-alls of the ACP by Guillermo Endara G. Those of the "yes" camp attempt to intimidate the Panamanian people, who are coming out in droves for the "no," by trying to shock us with various "bogeymen." The "yes" people have no shame in inundating us with their demagogic lies. Now, when other attempts to scare us have failed, the new "bogeyman" invented by the "yes" people is that there are now being plans made for other canals --- dry or "wet" --- in Honduras, Nicaragua or Mexico. Without denying, of course, the sovereign and inalienable right of these brother and neighbor countries to do what they want in their respective territories, our question is: Who, especially bankers or investors, but including the states themselves and the citizens of these countries, would finance a canal --- dry or "wet" --- in any of these countries, whose territories are subject to such periodic disasters as hurricanes, earthquakes, volcanos and other high-risk events?
The author was served as president of Panama from 1989 to 1994, but nevertheless when he and his party in formation the Vanguardia Moral de la Patria went to the Electoral Tribunal on September 14 to register as an official "no" campaign organization he was prevented from speaking by a group whose leaders include the PRD representante of Tocumen, Ernesto Tuñón
