Watch out --- Posada's loose!

As if out of a horror museum, Luis Posada Carriles and his accomplice Orlando Bosch are the intellectual authors of the blasting from the sky of Cubana Airlines Flight 455, on October 6, 1976, which killed 73 people. They directed this crime from Venezuela.

The Justice Department tried to deport Bosch from the United States in 1989. In the deportation order, the assistant to the US Attorney General, Joseph D. Whitley, said that for 30 years, Bosch has been determined and has never renounced the promotion of terrorist violence, that his actions have been those of a terrorist, against the law and human decency, threatening and inflicting violence without any consideration of the identity of his victims.

This is also true of Posada, his partner in crime.

However, ex-president George H.W. Bush annulled the deportation order in 1990 and Bosch lives free in Miami.

Posada himself told The New York Times, in an interview on the 12th and 13th of July, 1998, that he directed the placement of bombs in Havana hotels in 1997. A 32-year-old Italian tourist, Fabio Di Celmo, was killed in one of these bombings.

Posada was found guilty in in Panama in connection with an attempt to assassinate the Cuban President Fidel Castro in a University of Panama auditorium full of people in November of 2000, using 33 pounds of the super-explosive C-4. His reward was the disgraceful and suspicious "pardon" issued by former President Moscoso, shared with the other three conspirators, Pedro Remón, Gaspar Jiménez Escobedo and Guillermo Novo Sampol, who later flew to Miami. They are implicated in several murders in the USA, including the Washington DC car bomb that ended the lives of former Chilean Foreign Minister Orlando Letelier and American citizen Ronnie Moffitt in 1976.

Having hidden out in Central America for seven months after his pardon in Panama, Posada Carriles slipped into the United States and, through his lawyer in Miami, applied for asylum. Some days ago Judge William Abbot decided not to deport the terrorist Luis Posada Carriles to face justice either in Venezuela or in Cuba, countries whose justice systems demand his extradition, and now he has been freed of accusations of immigration offenses (notice, not terrorism) by Judege Kathleen Cardone.

The truth is that nothign can justify terrorism. Respect for life and humanity is the most sacred of principles. It is as terrorist an act as that against the twin towers in New York or the subways of Madrid and London to down an airplane full of civilians in full flight. Luis Posada Carriles is as much a criminal as Osama bin Laden.

There is no basis whatsoever, no ideology nor nor doctrine, that can begin to justify such aberrant actions.

For Noam Chomsky, the American scientist, terrorism can be defined as the threat or use of generalized violence, with political aims, against non-combatant civilians. He considers the problem of international terrorism one of the most serious of our times, which must be addressed in the most urgent manner by civilized states. Chomsky advances a more precise definition of terrorism than that found in the United States Code, which characterizes an act of terrorism as an activity that involves a violent act or an act that endangers human life, which has as its motive either: 1. to intimidate or coerce a civilian population; 2. to influence the policy of a government by means of intimidation or coercion; or 3. to affect the conduct of a government by means of assassination or kidnapping.

There are varieties of terrorism.

There is international terrorism, when the acts or support activities involve the crossing of borders between nations.

There is "wholesale" terrorism, directed against large groups

There is small-scale, "retail" terrorism, focused on individuals

There is state terrorism and individual terrorism.

However, on the subject of terrorism there can be no exceptions, as there are no red or blue, left or right, good or bad, or anti- or pro-American terrorisms. All terrorism is cut from the same cloth. Panama would have entered the annals of terrorist horror had the planned attack on a university full of people, in the city center next to one of the busiest streets, adjacent to the Seguro Social hospital complex, been carried out. Fortunately, we were spared that calamity, but we went down on the dishonor roll when that band of assassins was freed. Now we are called upon to roundly repudiate the madness that let the terrorist Posada out, opening the possibility of new violent actions against people and property, in any place and in any fashion. Those who acted to free him are jointly responsible for the future sorrows and bloody tracks left behind by the man they let go.
