Mixed message?

Isn't transparency all about being forthcoming with full and accurate information?

The US Agency for International Development (USAID) and the Panamanian Business Executives Association (APEDE) are running an anti-corruption publicity campaign, part of which is this poster on Avenida Balboa.

This particular graphic message, however, makes one wonder what USAID under the Bush administration and APEDE in the context of closely held businesses that do not share much information and a government that chants "transparency" like a mantra but keeps campaign contributions secret mean when they invoke the concept.
