The Miami courtroom battle over whether General Manuel Antonio Noriega is extradited to France or allowed to return to Panama will revolve around whether this, the Third Geneva Convention, can be construed to require Noriega's repatriation or forbid his extradition to a third country. Because the general has been sick while locked up and he's approaching 70 years of age, there are some who will say that the section on sick POWs requires him to be sent to Panama. Other sections, when interpreted in conjunction with customary international practices that are also part of international law, might be invoked in Noriega's favor. (Really, however, there has never been a case quite like this one.) You also ought to refer to this when considering what international law says about the abuses that are being committed by both sides in the wars in Iraq and Afghanistan.
