So what part of a handicapped parking zone don't they get?

First of all, woe to the person who uses a wheelchair and goes to Transito asking about a handicapped parking stickers. These days Transito is a militarized political patronage system concerned mainly with smashing the bus drivers' syndicates and they really don't want to be bothered with people who have disabilities. The runarounds that people have encountered in search of handicapped parking permits/stickers are very real, and the stuff of which legends are made.

Thus if nobody can get a handicapped sticker, it's hard to tell if it's someone who needs to use the space or just some selfish jerk who's parked there. Here in Panama we have a lot of folks who style themselves as social or economic "Darwinists" who see nothing at all wrong with grabbing what they can from anyone with any disadvantage.

And when you do get a business considerate enough to put in some handicapped parking spaces, wouldn't it be nice if they weren't next to a barrier that can't be negotiated in a wheelchair?
