Yes, the Casco Viejo is changing, and a lot of people who live there see this as a threat, a process of gentrification that will drive out many long-time residents who don't have a lot of money. However, others in the neighborhood have their concerns about what's going on but make much more subtle distinctions.

Above we see the last of the 1854 Gran Hotel Central, which was demolished despite the announced public policy of preserving the neighborhood's old architecture.

Below we see Luna's Castle, another 19th century building, which is being renovated.

What many neighborhood residents, both rich and poor, are saying is that property owners should restore the area's historic buildings or sell them to people who will, but not tear them down and wait for someone to pay top dollar for a vacant lot.
