No, this isn't a matter of gringos who are embarrassed or afraid to admit it. There actually are Canadians --- the progeny of a distinct and wonderful North American nation that officially speaks English and French and has many unique components --- living here in Panama. This is the website of their principal organization here. (And if there are those of you who want to make irreverent comments about Canada's national symbol being a rodent, bear in mind that the national symbol of their next-door neighbors to the south and west is a scavenger.)

It's clearly a milestone in Latin American history, the end of most of the formal personal power of a man who for many decades demonstrated the limits of US political influence and power in this region. It's a natural passage through life's cycle of a human being, in fact of a man who was raised Catholic and however atheistic and anti-clerical he may have become and however exalted the dictatorial powers he may have assumed, never confused himself with God. It's also a message easily panned by critics as self-serving, pompous and melodramatic. Compare the reactions to this document in Washington and Miami with those elsewhere in Latin America and you begin an inquiry into the long-standing and growing obsolescence and irrelevance of US policy toward the rest of the Americas.
