Big Brother always did have his
base of political support, and now he's watching with hundreds of these
video eyes in public places all around the city. Of course, to the
extent that Panamanians understand that it's the hated Cable &
Wireless phone company that's running this massive surveillance
campaign for the government, the public support is likely to be
diminished. (The government's accountability to the public, as the
company is probably exempt from government transparency law disclosures
about its spying on behalf of the police, is also probably diminished.)
The anecdotal evidence and such statistics as the police like to bandy about suggest that despite the massive electronic surveillance, the crime rate is still up.
