Unsafe at any speed

The steel to build China very likely will include the sewer cap that was stolen to open this hole in the road. Thieves sell these stolen urban infrastructures for scrap metal, and it's notoriously rare when the "respectable" business owners who serve as their fences are caught and pretty much unheard of when they are charged with receiving stolen property. We can only wonder why that is.

In any case, this sort of thing has a multiplier effect. That scrap metal that's converted into the rebar that goes into a skyscraper in Shanghai or a tourist facility for the Beijing Olympics could, in addition to the missing cover, include the remains of your car if you are not careful to avoid this hazard.
