It's "clean"

This little hill overlooking Playa Ensenada in San Carlos has been "cleaned" to make way for the construction of a tourist development.

The Spanish verb "limpiar" --- "to clean" --- takes on a strange connotation when it comes to how people deal with nature here. It means to kill every living thing on the land to the extent that it's possible. Unless one has a permit, it's illegal --- but then under the current administration many such permits that according to the law should not have been granted have been issued anyway, and where the law grants discretion the National Environmental Authority (ANAM) under the Torrijos administration has generally been in the pocket of developers, even the most environmentally abusive ones.
