Here we see only part of the Ministry of Public Works crew the other morning in El Cangrejo. One man worked the jackhammer, another man watched the meters on the compressor and six others stood or sat nearby. Look carefully in the photo for all the yellow hats and shirts and you will notice all but one of the crew members.

The Ministry of Public Works is headed by one Benjamín Colamarco, who way back when was commander of General Noriega's Dignity Battalions goon squad. The ministry is quite busy this year, with the government going farther into debt to undertake many more public works project than usual ahead of the May 2009 national elections. How efficiently the job is done is measured according to a different scale than that which apply to a private business or occur to the minds of most people.
