"Chico Raspados" in a bad way

"Chico Raspados" is surviving on the hardest and sharpest of economic edges these days. He had been making his living selling the fruit-flavored snow cones in Plaza Catedral for decades, but now the government has shut him down. Something around 40 percent of Panamanians make their livings in the informal economy, and are at constant risk of a government crackdown for some reason or another, or no reason at all.
