of the benefits that Bern derives from the Cinta Costera is
that he's getting "compensation" for one of Panama City's
most laughable development mistakes, a marina that enclosed an
area where sewage poured into Panama Bay and thus created a
particularly gross place to park one's yacht. The government is
replacing this white elephant as if it were a viable business rather
than an environmental and economic disaster.
