the controversy over the proposed sexual and reproductive health law,
the relationship between church and state is a matter of public
discussion in Panama. That's rare, and the scope of such debate we are
hearing is limited.
Here in Calidonia, Representante Ramon Ashby Chial's performance in office is judged by different standards by different people. It seems that his support waxes or wanes according to the local fortunes of the Democratic Revolutionary Party to which he belongs. But nobody accuses Ashby of not sending his crews out to get the appropriate holiday decorations up in the neighborhood. In Panama, there's no constitutional conflict over whether the spending of public funds and use of public spaces to display religious symbols is "appropriate." And if Ashby always gets the Christmas displays up, he also pays his compliments to the neighborhood's substantial Muslim minority and the Jews and Hindus who run a lot of Calidonia's businesses on their special days.
