This is a photo taken at about three in the afternoon on the second day of a rearrangement of banking district street directions, near the Executive Hotel. It's unfair, however, to say that the move hasn't worked. The guy in the Transito vest, after all, gets a spot on the public payroll to stand around watching the traffic jam and occasionally issue a traffic ticket or blow his whistle. The traffic nightmares that have gripped the metro area and parts of the rest of the country have been an important factor in the ruling Democratic Revolutionary Party's recent meltdown in public opinion polls.
