One example of why nothing works

Looking at it from the top --- and knowing that a public works crew "fixed" this Bailey bridge on the street to Playa Ensenada in San Carlos earlier this year, one knows that the repairs were ephemeral. Measure the difference in height between the top of the unbroken road surface and the metal plates on the bridge surface, or step back a few yards and eyeball it, and it becomes apparent that the bridge is sinking.

But of course, just like a proper building inspection begins with the foundation, a competent bridge inspection begins underneath. And there the tale of shoddy repairs manifests itself it far more dramatic detail.
