provide that structures in the Casco Viejo are not supposed to rise
this high, and the historical outward appearance of this dilapidated
building was supposed to have been restored rather than altered. Owner Rodney
Zelenka has methodically defied all of that for years, despite complaints
from the neighbors and orders from city building officials, national
historic preservation authorities and the courts. It appears that with
the change of government Zalenka now has the mayor on his side, but
that the national government, the courts and especially the neighbors
are not dropping their objections.
The situation has become, like Richard Fifer's illegal Petaquilla gold mine, emblematic of the doubts about whether there is or is not the rule of law in Panama. Photo by Eric Jackson Also
