At around lunchtime on March 16, construction workers on and near Calle 50, members of the militant SUNTRACS union, decided to block traffic to protest the recent 40 percent increase in the sales tax. It was pretty much breaking up when the riot squad --- complete with embedded mainstream news reporters --- arrived to do battle.

The police arrested more than 250 people, about one-quarter of whom were not members of SUNTRACS and had nothing to do with either the street blockage or the confrontations at the construction sites. After four days in jail without charges, those who were arrested were released upon payment of $15 fines.
