The Panamanian flag doesn’t fly in front of the corregiduria anymore. Nor does a justice of the peace hold office hours there. Every Thursday the Agricultural Marketing Institute visits, but they allow thugs to decide which Panamanians get to buy there in which order. The water spigot does sometimes work. Local government doesn’t anymore.

What’s a failed state? Among political scientists there is a classic definition, but mostly it’s a term with a very different meaning used inside the Washington Beltway. There it means any country that some neoconservative ideologue thinks that US forces ought to bomb or invade.

Originally, though, the concept has meant a place where government has largely broken down and ceded its powers — usually informally — to private parties. In such situations those attributes of government often are left to gangsters or local bullies who can prevail over their neighbors by force, threat of force or display of superior wealth. The examples often cited are Chicago in the days of Al Capone, when key city and county institutions were de facto under gangland control, or an analogous situation that helped Fidel Castro rise to power in Cuba against a Batista regime that devolved much control to mobsters led by Meyer Lansky.

There are many variations on the theme, many examples great and small, in many places around the world. Libya, Syria, Afghanistan — these are some of the better known situations. Mexico is trying to overcome such a situation, wherein drug gangs have asserted control over many places.

Take for example, the place where these words are written, the El Bajito neighborhood of the corregimiento of Juan Diaz de Anton, in Cocle province. It has been nearly a month since the water has come to this house. Next door, some recently arrived claimants to the entire neighborhood have water for construction of a house that they are building. At least four new lines off of the water main have been installed, such that people who live in houses that have been here more than 15 years — and about which ads were posted purporting to be for sale by some undisclosed person, unbeknownst to the residents — get no water.

These claimants? One of the town drunks whom they have hired came by to tell me that I don’t own my house and that my dogs are going to be killed.

The claimants have dammed a watercourse to alter the little local wetland — no green MiAmbiente sign to be seen authorizing this. The maintenance of the local dirt roads has been de facto ceded to them. The water committee says that it has a lazy employee and can’t do anything. The representante is nowhere to be seen.

Perhaps the best example in Juan Díaz? The Panamanian flag does not fly at the corregiduría or at the Junta Comunal. Along with the functions of government, its symbols have also been abandoned.

Ah, but the Electoral Tribunal has now authorized the distribution of gifts ahead of the May 5 elections. Perhaps the representante, or some candidate or party, will appear with things to distribute to those on their lists.

Do the heralds of Panama’s economic miracle grudgingly admit that growth has slowed but predict a banner year to come? Do we hear of the great success of the 1989 US invasion of Panama and subsequent miracle of democracy — from those who would bombard Caracas like they bombarded El Chorrillo?

But from those who were trying to stay in business around Via Argentina in the city to the residents of hardscrabble neighborhoods in the Interior we have a failed state on many parts of this isthmus.

Mielero Verde / Green Honeycreeper

Green Honeycreepers are brightly colored tanagers that range from
southern Mexico to Brazil. In Panama they are mosty seen in the
wetter and lower parts of both sides, usually in the forest canopy,
at forest edges or in secondary growth. It’s notably absent in the
dry areas of the Azuero Peninsula.

Mieleros Verdes son tangaras de colores brillantes que van desde el
sur de México hasta Brasil. En Panamá se ven más en las partes más
húmedas y bajas de ambas vertientes, generalmente en el dosel del
bosque, en los bordes del bosque o en bosques secundarios. Está
señaladamente ausente en las zonas secas de la península de Azuero.

Editorial: Government for sale — if enough are ready to betray their country

“The good returns” with Rómulo Roux and the Cambio Democratico party. Televised extrajudicial mass torture executions at the Tocumen Juvenile Detention Center. Fraud used to grab indigenous land and water rights and destroy ancient monuments, without a thought about disbarment of the lawyer who filed the fraudulent environmental impact statements. Massive looting, bribery and kickbacks, running into the hundreds of millions of dollars — and thanks to the Electoral Tribunal Mr. Roux can’t be investigated about the papers he signed that were part of that. Elderly  people thrown out of their homes of many decades with no compensation or irrisory  compensation because a European auto heir wanted a view without them. A little boy who was doing nothing wrong shot dead by cops sent to teach Colon a lesson. Massive violations of privacy, using computer programs to turn people’s cell phones into bugs and making YouTube attack videos of domestic arguments caught in the operation. Presidential insider trading in an international gold stock swindle. Mr. Roux promises to bring all of that back, and to secure your vote he’ll give you a spiffy hat, or maybe even a t-shirt. Is your country for sale? Are you?

No matter which country or countries of which you are a citizen, if you sell your vote you are a traitor. No ifs, ands or buts.

That can be a problem in Panama, where by the letter of the law it’s illegal to sell your vote but by interpretation of a partisan Electoral Tribunal it’s OK if the funds for what is being offered you were from private sources, and by malfeasance of a corrupt Electoral Prosecutor using public funds to buy votes is also acceptable.

Five years ago, that was supposed to mean that we would get five more years of a Ricardo Martinelli presidency, by way of a pathetic proxy. But by surprise, too many Panamanians rejected the deal. Or took the gifts but voted against those who lavished them. The top vote-getter for the National Assembly was an independent, the only such elected, who didn’t play the vote buying game. And now she, legislator and former attorney general Ana Matilde Gómez, is running as an independent for president. To win she has a long uphill climb ahead of her. She’ll have to and probably will pass several others who are ahead of her in the polls to reach the current front runner, the former legislator and agriculture minister Nito Cortizo who heads the PRD ticket. Perhaps someone other than Gómez will make that climb. Perhaps nobody will and Cortizo will cruise to victory.

There is no perfect candidate for president this time, not even close. All of the political parties are compromised. The tradition is that the president’s party always goes down to defeat on the strength of fresh taint. That well worn path seems ready to be followed again. Thoughtful voters with honorable intentions will have some difficult thinking if they are to take their duty seriously.

If you are a Panamanian voter, choose as best you can, given the options. Don’t fall for catchy and vacuous jingles, or tall tales of a former golden age. Above all, don’t sell Panama to criminals.

Dear Speaker Pelosi,

It has come to our attention that the House Democratic leadership plans to introduce a resolution originally intended to reprimand Congresswoman Omar for critical comments she made about Israel. We urge the Democratic senior leadership to instead pass a resolution that equally condemns antisemitism and Islamophobia, as well as religious bigotry of all kinds, condemns anti-Black racism and xenophobia, and condemns physical threats against any members of Congress especially those who are persons of color or otherwise minorities.

We, the undersigned organizations and individuals, stand with Representatives Ilhan Omar and Rashida Tlaib and their vision of a world without racism and oppression, and we reject the vicious and racially-motivated bad-faith smears against them, including false charges of antisemitism, accusations of links to terrorism, and death threats.

We believe that it is critical for the resolution to condemn all forms of bigotry. In today’s political climate, antisemitism and Islamophobia are frighteningly prevalent, their flames being fanned at the highest levels, including by the current presidential administration. We must work hand-in-hand to combat them together. A congressional resolution cannot afford to glance over the alarming spike of actual antisemitism, Islamophobia, and religious bigotry in the US today, particularly from the far-right that is by far the greatest purveyor of hate crimes, as statistics show. To single out Congresswoman Omar with unfounded accusations of antisemitism in itself perpetuates an Islamophobic stereotype that Muslims are inherently antisemitic. Americans, including Muslims, can and should be, able to criticize Israeli policies or American policies toward Israel without being falsely accused of antisemitism.

Furthermore, no nation-state should be above criticism. No lobby, whether representing foreign or domestic interests, should be above criticism. Criticizing Saudi Arabia or the Saudi lobby is not inherently Islamophobic; similarly, criticizing Israeli policies or the Israeli lobby is not inherently anti-semitic. Representative Ilhan was consistent in her critique of both. Censoring and silencing political commentary, even on sensitive issues deemed unpopular by some, weakens our democracy and is counter to the interests of our country and our core values of free political expression. The Democratic leadership should also not gloss over or erase the many prominent Jewish voices who penned op-eds, ran interviews, or took to social media to echo the above points.

It is crucial for the resolution to also condemn anti-Black racism and xenophobia. As a Black Muslim woman, Representative Omar is uniquely and personally threatened by the exceptional atmosphere of unfair scrutiny of her right to engage in legitimate political debate. With the current rise of white nationalism and xenophobia, bigotry certainly includes but also certainly extends well beyond antisemitism, and the Democratic leadership would be dangerously tone-deaf not to mention the horrific significant rise in violence, hate crimes, and death threats against all communities of color.

We also call on you to condemn any threat of violence against members of Congress who are people of color. While we are opposed to violence, or threats of violence, to any member of Congress whatsoever, we recognize that the most vulnerable people among our elected officials are those who come from communities of color.

Representative Omar has been at the receiving end of death threats and accusations of links to terrorism, as publicly displayed in the West Virginia statehouse. These attacks on her are rooted in both racism and Islamophobia, and we have no doubt that the politically motivated accusations of antisemitism are actually fueling these threats.

Since she has taken office, Representative Omar has consistently been one of the most progressive voices in Congress. We are grateful to her for her consistent and principled stance in support of economic justice, racial justice, immigration justice, environmental justice, justice for the oppressed including Palestinians, and an end to war. The Democratic leadership should celebrate and support her instead of abandoning and condemning her.

We urge you to pass a resolution that condemns all bigotry and racism. We call on you to pursue this opportunity to demonstrate moral leadership and unity, particularly as the 2020 elections loom large.
