Nito and the economy: real estate and construction

But some of Nito Cortizo’s comments about the nature and amount of Panama’s debt, the backlog of unfinished public works projects and his austerity plans cast some doubts about this. It would be hard to imagine him accepting this as it is without his own independent studies. 

Can Cortizo jump-start construction? How?

We have just seen a polite and ordinary transfer of the presidency, if one is to judge it just by ceremonial protocols. But look behind the pomp and you will find a country in difficult circumstances, and may notice that the incoming president has complained that the books he received are incomplete.

By Laurentino “Nito” Cortizo’s reckoning, and by what generally appears in the published record, the Republic of Panama’s public debt has roughly tripled over the past 10 years. If the records are incomplete or fictitious, by many accounts some of that would be for the purpose of some newly wealthy — or wealthier — individuals avoiding prison time for bribery or peculation.

Cortizo has expressed an interest in dealing with so much past political practice that leaves abandoned projects with each change of government. You can see its monuments all over. Some are public, some are private — in the latter cases, quite often there was an expectation of some sort of public investment, subsidy or tax break. There are all of these empty finished or unfinished buildings, in some of which the government holds a stake. Going west on the Pan-American Highway descending Cerro Campana, notice the grandstands of an abandoned auto racetrack off to the left. Driving down the country’s main drag you will notice several unfinished public schools. There are Metro stations shown on the little maps on the train cars, which are still in the realm of theory. The new president will need to take the state of the private sector into account, but for right now he has ordered an inventory of all the unfinished public works projects, and not just those of the Varela years. 

In the run-up to his inauguration, Cortizo said that among his first priorities will be reforms to the public contracting law to put more transparency into the processes, and that his budgets will be austere. But as a sometimes construction man himself — his generally cited main private sector occupation being cattle breeder — Nito has vowed to get the construction sector working again.

Now we see the first of the specific proposals. There is a special reduced interest rate for those buying their first homes which are priced between $35,000 and $120,000. Some private banks won’t go along with the program but the public ones do. Cortizo proposes to raise the upper limit to $180,000.

The preferential interest rate program goes back to Noriega time and has not made a dramatic impact outside of the Panama City and San Miguelito metro area. As to city properties, industry analysts argue about how much of a boost it has really given. But all credible and informed observers — excluding those who spout BUY NOW!!! hype — agree that Panama is way overbuilt and that it will take many years to absorb all the excess inventory in the real estate market. The expulsion of the “permanent tourists,” the restrictions against Venezuelan immigration, the secondary effects of the Panama Papers scandals that make paper real estate dealings here a riskier money laundering proposition and make the financial transactions of rich people who move here slower and more bureaucratic — all of these things are factors in the real estate slowdown but it’s hard to separately quantify any of them.

Cortizo’s construction and real estate policies may run into complications within his own party. Are we to encourage more foreigners to move here? That would annoy xenophobes in the PRD. Will the deadly old feud between the PRD and the SUNTRACS construction workers’ union — the continuation of an ideological war with its leftist leaders that was worst in the early days of the dictatorship and has never gone away — come into play again?

Then there are questions about whether the new president has an overall national development vision, if so what it is, and whether it would be compatible the parochial interests of various people in his party. For example, would he go ahead with a bullet train along a route that would be quite convenient for the Varela family’s distilling business but doesn’t directly serve the Ngabe-Bugle Comarca, and which mostly favors already developed areas along the Pan-American Highway instead of promoting new development polls inland and uphill? With the PRD winning most of the local offices, there would be mayors and representantes of that party whose communities would win or lose on any determination of a new railway between the capital and Chiriqui province.

Built on the sand of Playa Blanca with insufficiently reinforced foundations, if they finished this 13-story “upscale” residential development as is it would collapse under its own weight.

United yet dissonant Inauguration Day

Who has the votes to control the National Assembly? Who controls most of the municipal governments? Who will assume control of the Panama Canal authority in short order? Who will be making some key appointments that the legislature blocked former President Varela from making?

With Panama’s strong presidential system, you would be almost entirely right to say Nito Cortizo. It would be slightly more accurate to day the Democratic Revolutionary Party. But still it might be too simple in several important cases.

In his inaugural address Cortizo more or less owned up to part of that:

 

Panama demands the restoration of effective justice.
 
It will not be up to me to elect a prosecutor, nor an attorney general, nor a judge, nor a magistrate nor a comptroller general.
 
Thus I reiterate to the prosecutors, judges and magistrates — YOU owe it to the country and to your own consciences. No political pressures, nor economic ones. And much less from me!

 

Which is perhaps comforting. He’s not going to play it like Martinelli, and send somebody like Salo Shamah around to the court with orders for the magistrates.

Cortizo also emphasized that there will be no untouchables in his administration — not legislators, not ministers, not powerful business magnates — and that he intends to maintain a rule of law and let no private interest trump the national interest.

Easy enough to say, but earlier in the day the legislature elected its leaders. The woman whom he beat in the PRD presidential primary, under suspicion for money that was supposedly for the sports scene that passed through her office over the past five years, is now the first vice president of the National Assembly. In HER inaugural speech, she railed against the comptroller general and the attorney general for having the audacity to to look at money that passed through the legislature, often enough stopping in legislators’ pockets.

Thing is, soon enough the terms of the current attorney general and comptroller general end, and it’s the legislature, not the president, who fills those posts. Meanwhile in the assembly, Ricky Martinelli’s Cambio Democratico block gave its support to the PRD and MOLIRENA alliance’s leadership slate. As in, it appears, some sort of pact to end all of the investigations and prosecutors of more than a decade-long crime wave that has cost Panamanians billions of dollars.

Cortizo offered a neoliberal plan of action that includes austerity measures that a lot of people will hate, but some things that may also be popular. We shall see how he and his party can stick together about the hard decisions. Odds are, he will be criticized, but he won’t be stopped. Until, perhaps, he goes to the voters with a lame set of constitutional proposals.

“UNIDOS LO HAREMOS”


– Su Majestad Felipe VI, Rey de España,

– Excelentísimos Jefes de Estado y de Gobierno… y Jefes de Delegaciones,

– Distinguidas Primeras Damas, mi esposa, hijos y familiares,

– Presidentes y Miembros de la Asamblea Nacional y de la Corte Suprema de Justicia,

– Señor Vicepresidente, José Gabriel Carrizo Jaén y familia,

– Monseñor José Domingo Ulloa y miembros del Comité Ecuménico de Panamá,

– Miembros del Cuerpo Diplomático y Organismos Internacionales,

– Autoridades Nacionales… Invitados Especiales,

– Medios de Comunicación Nacional e Internacional,

Pueblo Panameño… de gente noble y buena:

Por mi corazón y mi mente han pasado, en los últimos días… múltiples momentos de mi vida.

Panameñas y panameños,

Tenemos retos monumentales… grandes tareas nacionales…
Los panameños nos vamos a poner de acuerdo…

Es el momento de dar el paso al frente… Comienza otra etapa… la de UNIR FUERZAS.
Casi cien años nos tomó recuperar el Canal para Panamá… y alcanzar nuestra soberanía total.
La conquista que Omar Torrijos denominó… La Quinta Frontera.
Han pasado casi 20 años desde esa reparación histórica… que unió a nuestra nación en un solo territorio… y bajo una… sola… bandera.

Ahora… la siguiente conquista es la Sexta Frontera… El combate contra la pobreza y la desigualdad.

El país de la bonanza no puede esconder el país de la miseria.

Panamá… un país cuyas cifras muestran crecimiento económico… SÍ… pero que en los últimos diez años ha triplicado su deuda… y aún así… se agravaron los grandes problemas nacionales.

Hoy día… somos el sexto país más desigual del mundo… ¡Inaceptable!

Nuestro reto es hacer posible el país próspero… de ley y orden… pero sobre todo, justo.

Panamá… el de oportunidades para todos… esa es nuestra VISIÓN… ese es nuestro PROPÓSITO.

Amigas y Amigos:

Este es un nuevo comienzo… Rescatar Panamá.

Nuestro país ha sido irrespetado y maltratado…
¡Hasta AQUÍ! ¡Hasta HOY!

Hoy comienza la victoria de la esperanza.
Con cariño… quiero expresar mi gratitud.

Agradecerle a Dios y a mi familia…

Y comprometerme con todos los panameños.

Día a día voy a ganarme su confianza… con mis acciones y decisiones…

Dejaremos un legado… los cimientos… los pilares de un país distinto… y mejor.

Señoras y señores:

Los intereses del país siempre están por delante.

Escuchen bien… Ningún interés individual… político o económico… jamás estará por encima de los intereses nacionales… ¡Y no son negociables!

Bastante ha sufrido ya nuestro país.

Hoy… en el país de los millones y billones… muere un niño en un Barrio… o en la Comarca, por desnutrición… por falta de vacunas… medicamentos… atención médica… por abandono.

En la pobreza extrema y la desigualdad… se libra una guerra inhumana y feroz.

Hoy… hay 777 mil panameños que viven en pobreza multidimensional… 450 mil niños, niñas y adolescentes… son pobres.

Qué tremenda responsabilidad tenemos… como gobierno y sociedad… con los que se han quedado atrás… No hay margen para la indiferencia… Nosotros no somos así… somos un país de gente noble.

Amigas y amigos:

Venimos de una década perdida…
De corrupción…
De improvisación…
De robarse el dinero de los panameños.

Se lo quitaron a los enfermos…
A los que sufren sin medicamentos… en hospitales fantasmas…
En las canchas que no se construyeron… donde ningún niño jugó.

Recursos que se han podido utilizar para becas… agua potable… mercados comunitarios… equipamiento de hospitales… formación de docentes… comida para las escuelas… para caminos de producción… para salvar vidas.

La corrupción nos roba a todos y amenaza nuestro futuro.

Nos intoxicó el clientelismo y generó la desconfianza ciudadana.

Se irrespetó la separación de los poderes…

Los fondos públicos son y serán sagrados… Todos tenemos que rendirle cuentas al país…

Vamos a hacer… ¡Sin robar!

No habrán intocables… ni aunque sean Ministros… Diputados… grandes empresarios… ¡Y empezando por el propio Presidente!
…

Panamá exige restaurar una justicia eficaz.

A mí no me eligieron Fiscal… ni Procurador… Juez… ni Magistrado o Contralor…
Por eso… les reitero a los Fiscales, Jueces y Magistrados… USTEDES se deben a la Patria y a su propia conciencia… no a presiones políticas… ni económicas… ¡Y menos a mí!


Señoras y señores:

En el pasado están las lecciones de lo bueno y lo malo.

En el presente está la determinación de actuar.

En el futuro se hace realidad el Panamá de oportunidades… para todos.

Los Cinco Panamá… el moderno… el de los barrios… el de la clase media… el rural… y el de las comarcas… esperan que actuemos.

Yo estoy optimista.

Mujeres… hombres… panameños todos:

Los convoco a unirnos y a deponer las diferencias…
A producir los consensos…
A concertar los compromisos con seriedad…
A tender puentes.

Sin intereses que primen ni grupos que quieran imponerse.

Sin el odio que nada resuelve.

TODOS estamos convocados.

Debemos restaurar la confianza entre nosotros… Con fe…

¡Vienen mejores días para Panamá!


Amigas y amigos:

El Buen Gobierno es un equipo.

Un equipo alineado… en contacto permanente con las comunidades…
que prioriza y ejecuta… con transparencia y eficiencia… que hace sin robar…

Un equipo con energía… con carácter… sin arrogancia… que consulta… que rinde cuentas…

Un equipo que facilita las buenas inversiones…
Un equipo que trata a la gente… como gente… que sirva y sea útil a los panameños.

INSTRUYO a todos los funcionarios del gobierno… que actúen de manera coordinada… en la misma dirección… con el mismo propósito… Con ética… moral y honestidad.


Pueblo panameño,

Nuestro Plan de Acción UNIENDO FUERZAS señala el rumbo de nuestro gobierno… El mismo contiene 125 compromisos en cuatro pilares y una estrella:

El Buen Gobierno… Estado de Derecho, de Ley y Orden… Economía Competitiva que Genere Empleo… Combate a la Pobreza y la Desigualdad… y una Estrella… la Educación.

Y es que no hay tarea más noble… ni más importante… ni socialmente más urgente… que transformar la educación del país.

Cumpliendo con el Compromiso Nacional por la Educación… avanzaremos con la transformación de nuestro sistema educativo… para que enseñe a nuestros estudiantes a pensar… a trabajar en equipo… y a resolver problemas.

Las acciones de todos los miembros del equipo de gobierno deben estar alineadas y enmarcadas dentro del Plan de Acción.
. . .

Además… empezando por el Presidente de la República… exigiré a todos los miembros del equipo de gobierno… adoptar un Código de Conducta en el ejercicio de sus funciones públicas…

Y es… No mentir… No hacer trampa… No robar…

Y no tolerar a quien lo haga.

Ese es el método de gobierno que llevaremos adelante.

Todo el gobierno al servicio de nuestro país… y de su gente.


Señoras y señores:

Quiero anunciar algunas de las acciones prioritarias que estaremos implementando… en los próximos meses:

– En este mes… presentaremos a la Asamblea la propuesta base de reformas… para dotar a Panamá de un nuevo orden constitucional.

– En julio también presentaremos a la Asamblea… nuestra propuesta de reforma a la Ley de Contrataciones Públicas… para garantizar transparencia y reglas claras del juego… y la propuesta de Ley de Asociaciones Público-Privadas… para facilitar obras públicas para el desarrollo.

– Les comunico que ya estamos gestionando el financiamiento para los pagos atrasados a proveedores y contratistas.

– Anuncio al país que… a partir de este momento… se implementará el Programa “Austeridad con Eficiencia” … hacer más con menos… que incluye… entre otras medidas… reducir en un 50% los viajes y viáticos al exterior.

– Garantizaremos que el Programa del Vaso de Leche… sea 100% de producción nacional… así mismo, iniciaremos el diseño del Programa “Estudiar Sin Hambre”.

– En los primeros tres meses… presentaremos la ley para la creación del Ministerio de Cultura.

Escuchen bien…

– Hemos observado un preocupante desbalance de la situación financiera del Estado…No hemos recibido la información completa… tan pronto tengamos… compartiremos con el pueblo panameño… el estado REAL de las finanzas públicas… y presentaremos al país nuestro Plan de Reactivación Económica.

– Para atraer inversiones que generen empleos… y promover la exportación de productos panameños… anuncio que PROINVEX será reforzada y adscrita al Ministerio de Relaciones Exteriores… bajo el nombre de PROPANAMA…

– En los próximos meses… iniciaremos operaciones del Banco de Oportunidades… para el impulso del emprendimiento… especialmente para nuestros jóvenes y mujeres.

– Lanzaremos a nivel distrital el Plan Manos a la Obra… para la rehabilitación y mantenimiento de calles y carreteras… privilegiando empresas nacionales.

– Implementaremos un plan de reactivación de la industria de la construcción… que incluirá, entre otras cosas… la exoneración del pago del impuesto de transferencia para el inventario actual de viviendas…

– Extenderemos el interés preferencial en diferentes tramos… para viviendas hasta 180 mil balboas …

– También les anuncio que impulsaremos la Ley del Leasing Inmobiliario… para facilitar la adquisición de viviendas a jóvenes panameños.

– Y, en este mes… se creará la Unidad para la Competitividad de los Servicios Internacionales… que coordinará TODAS las acciones para sacar y mantener a Panamá fuera de las listas… y consolidarnos como el mejor centro de negocios… servicios y logística… de América Latina.

Panameños todos:

Yo soy uno más de nuestro pueblo… y no pretendo ser otra cosa.

No me motiva… ni me interesa… la vanidad del poder.

Ayer… hoy y siempre… Soy Nito Cortizo Cohen… el primero de seis hermanos… Esposo de Yazmín… Padre de Jorge Andrés y Carolina Esther…

Soy hijo de un hombre fuerte y trabajador… y de una humilde maestra… una mujer… de carácter y de principios… nacida en Lajamina, de Los Santos.

Sólo quiero dejar un legado… no aspiro a más que haberle servido a mi Patria… con humildad… con dignidad.

Mi mayor satisfacción… al dejar la Presidencia… será caminar con mi frente en alto… sin sentir vergüenza… y seguir recibiendo el cariño que hoy me dan los panameños.

No es cómo llegué a la Presidencia… Es cómo voy a salir.

Amigas y Amigos:

Panamá necesita de todos.

La Patria nos convoca… Sin condiciones… Sin más dilación.

Avancemos en la dirección correcta.

Ha llegado el momento de la verdad… el desafío…

No quiero hacerlo sólo… Yo los necesito… a todos.

Panamá… en tu nombre… UNIDOS LO HAREMOS.

Y luego de cinco años… de vencer los desafíos… de transformaciones… de recuperar la autoestima nacional… con el orgullo de ser panameños… que todos podamos decir… ¡UNIDOS… LO HICIMOS!

DIOS BENDIGA A PANAMÁ… ¡MUCHAS GRACIAS!

Panamá busca atraer a más empresas de Estados Unidos

El presidente electo, Laurentino Cortizo Cohen y representantes del presidente de Estados Unidos, Donald Trump, iniciaron conversaciones para lograr que más empresas estadounidenses se instalen en Panamá y se logre un aumento en las exportaciones.

El día de hoy, Cortizo Cohen mantuvo una reunión con el Secretario de Comercio de Estados Unidos, Wilbur Ross; el Consejero del Departamento de Estado, Ulrich Brechbühl; la jefa de misión Interina de la Embajada de Estados Unidos en Panamá, Roxanne Cabral y otros funcionarios de la administración Trump, quienes llegaron a Panamá para participar en la toma de posesión del nuevo presidente panameño.

En el encuentro bilateral además se analizó el establecimiento en Panamá de un hub de logística y tecnología, el incremento de las exportaciones de carne panameña a Estados Unidos y el aumento de la cooperación del sector agropecuario de ambos países.

En materia de educación, el presidente Cortizo Cohen planteó el interés de Panamá de atraer universidades americanas a territorio panameño y utilizar sus experiencias para mejorar la educación superior del país.

Panameños valoran relación con China

El presidente de la República, Laurentino Cotizo Cohen, afirmó este domingo que el pueblo panameño valora la relación con la República Popular China, la cual destacó como sincera, fluida y sin sorpresas.

Durante una reunión bilateral con el ministro de Agricultura de China, Han Changfu, el presidente Cortizo Cohen manifestó que es importante mantener el contacto al más alto nivel, destacando el trabajo del embajador chino Wei Quiang, “a quien tenemos en alta consideración”.

Dijo que las empresas chinas son bienvenidas a Panamá, siempre que cumplan con las leyes panameñas, y que cualquier eventual diferencia puede ser subsanada.

El mandatario panameño calificó de “muy positiva” la exportación de carne a China, y expresó su interés porque se fortalezcan las exportaciones agropecuarias con el apoyo y la asistencia técnica de los chinos.

Cortizo Cohen también destacó su interés en revisar junto a China los acuerdos comerciales existentes, a fin de ampliar las oportunidades de exportar productos agrícolas al país asiático.

Por su parte,  Han agradeció el cálido recibimiento de Panamá, y extendió una invitación al presidente Cortizo Cohen para que visite China.

Añadió que su país seguirá brindando, dentro de sus capacidades, el apoyo para el desarrollo de Panama, y su papel en la interconectividad de la región; y al sector agropecuario panameño.

On July 2, Congress will be on vacation with new private prisons for minors separated from their parents or guardians who were seeking asylum under construction. Those who support those more than $700 per day per kid contracts will mostly avoid questions about it, although some may boast in front of white supremacist audiences.

So July is a protest month, with various groups staging different sorts of protests on different days. MoveOn is holding events on July 2, at the White House and elsewhere. Some protests will happen on July 4 (US Independence Day), July 12 (when Democrats in Europe will gather for vigils) or July 14 (Bastille Day, a French holiday and the international day to support political prisoners). But join the July protests online at your earliest convenience, wherever you are. Via the Internet, register your protest against American concentration camps for kids.

Make your sign — as basic or complex as you like, but readable and understandable.

Take a selfie. You may want to edit the picture for better quality.

Somewhere, under the rainbow…
There were people of many nationalities in yesterday’s Pride march, some from countries where they would be in big trouble were it known that they had participated, or for that matter if authorities knew that their sexual orientation and notions about such are other than strictly straight.
But embassy people / government workers from several countries marched in identifiable contingents. One of these, if we listen to the bigotry coming from the US vice president, was this time without their government’s blessing.

 

This time there were marching bands and he led one of them.

 

Jessica and Yamileth are one of the four couples with cases trying to establish marriage equality stagnating in the Panamanian courts.
It was quite the busy day for Jessica Atkinson, who was the administrator for all of this and more for World Pride Panama 2018 and started in that role for this year but has had to attend to a family emergency in the USA lately. Jessica is also a member of Democrats Abroad Panama.

The Libra: what consumers need to know about Facebook’s new cryptocurrency

Cryptocurrencies have become a global phenomenon in the past few years. Now Facebook is launching it’s own cryptocurrency, in association with Visa, MasterCard, Uber and others. The stated aim of Libra is to “enable a simple global currency and financial infrastructure that empowers billions of people.”

The announcement has sparked fears that Libra could be a threat to traditional banks, warnings to be cautious, and sceptical commentary of claims that it will help developing countries.

But let’s go back to the basics and look at what Libra is, how it compares to other cryptocurrencies and whether you should be concerned about using it when it eventually arrives.

What is a cryptocurrency?

Currency is a system of money that is commonly used in exchange for goods and services and, as a result, holds value. Cryptocurrencies are digital currencies that are secured using cryptography.

The more popular recent cryptocurrencies are based on blockchain technology which uses a cryptographic structure that is difficult to change. One of the key properties of this structure is a distributed ledger that keeps account of financial transactions, which anyone can access.

What is Libra?

Libra is a new currency that is being proposed by Facebook. It’s considered a cryptocurrency because cryptography will be used to help protect the value of the currency from tampering — such as double spending — and to protect the payment process.

Libra has the potential to become successful because of the backing from the Libra Association, which is made up of large international corporations such as Facebook, Uber and Vodafone. MasterCard and Visa have also thrown their hats in the ring, but no traditional banks are on the list.

What’s different about Libra compared with other cryptocurrencies like Bitcoin?

Cryptocurrencies like Bitcoin and Ethereum are quite egalitarian in nature. That’s because there is no single authority that verifies transactions between parties, so anyone could potentially do it.

To authorize a Bitcoin transaction you would have to prove that you have done the work, known as a “proof of work.” For Bitcoin, the proof of work is to solve a mathematical puzzle. People who successfully solve the puzzle (proving they have done some work), can add transactions to the blockchain distributed ledger and are rewarded with Bitcoins. The process is known as mining.

The good thing about this is that it reduces fraud. Since anyone can potentially mine Bitcoins, it’s harder to collude as you wouldn’t know who the next person to mine a coin would be. And it’s simple to verify that the person is authorised because anyone can check that the puzzle has been solved correctly.

Based on the initial descriptions of the currency, it sounds like the difference with Libra is that it will verify transactions using a consensus system known as “proof of stake,” or a variation of this method. Under this system, transactions would be authorized by a group of people who have a stake or ownership in the currency.

This makes it easier to predict who the next person to authorize a transaction might be (since there are a relatively small number of authorizing group members), and then collude to launder funds without other group members knowing.

It appears the criteria to become a founding member of the Libra Association is to contribute a minimum of US$10 million entrance fee, have a large amount of money in the bank and be able to influence a large number of people.

What are banks and regulators worried about?

Cryptocurrencies affect governments and tax systems since they have little to no transaction costs when money is transferred across borders. So while the low transaction costs would be good for everyday users, the advent of a new cryptocurrency with a potentially very large user base has governments and traditional banks very concerned.

While Libra is open source — meaning the source code is available for all to view, use and modify — it’s the members of the association who will be overseeing the currency. Libra could herald a shift away from traditional government taxes and banking fees to a new international monetary system controlled by corporate entities like Facebook and Uber. That’s a concern because of the lack of oversight from regulatory bodies.

What should everyday people expect from Libra?

The backing of software giants means it’s likely that the user interface for Libra coins would be smooth and simple to use.

Low transaction costs would benefit users and the Libra Association promises to control the value of the currency so that it does not fluctuate as much as other cryptocurrencies. It’s unclear how they plan to do this. But value stability would be a great advantage in times of uncertainty.

What are the risks?

The everyday consumer probably wouldn’t know the difference between the “proof of work” and the “proof of stake” mechanisms. But since Facebook has a large database of users that are known to use Libra, it may be able to link Libra transactions to individuals. This could be a privacy concern. (Bitcoin transactions are anonymous because account numbers used in Bitcoin transactions are not linked to an individual’s identity.)

Recent cybersecurity breaches have contributed to a growing awareness of the vulnerabilities of IT systems. As with all software, the Libra implementation and management could be vulnerable to attack, which in turn could mean users could lose their money. But that is a risk that all cryptocurrency users face, whether they are aware of it or not.

What steps could consumers take to protect themselves?

No matter what cryptocurrency you choose to use, your funds are still accessible through the same interfaces: a web page or a mobile app. And the way you control access to your personal funds is by authenticating with a password.

Make sure you keep your password safe by making sure it is complicated and hard to guess. Look for applications that allow you to use two-factor authentication and make sure it’s turned on.

Libra is yet to prove its claims of making financial transactions safe and convenient. Only time will tell if its uptake will become widespread following its expected launch next year.

Nuevas razas de roya atacan el café de América Latina y el Caribe

El hongo de la roya se volvió más virulento, generando nuevas razas que están causando síntomas de la enfermedad en variedades con resistencia.

Recientemente, en varias zonas cafetaleras de América Latina y el Caribe se comenzaron a reportar algunas variedades de Híbridos F1 de café, catalogadas con resistencia a la roya, con síntomas de la enfermedad. Esto debido a que el hongo causante de la roya ha experimentado cambios , generando nuevas razas.

“Varios Híbridos F1 presentaron resistencia a la roya por casi 20 años, hasta que ahora algunos de ellos empezaron a presentar síntomas. Esto no quiere decir que los híbridos hayan perdido su resistencia, los genes de resistencia a la roya están todavía presentes en ellos, lo que sucede es que al ser su resistencia en un solo sentido (vertical), cuando el hongo de la roya muta y aparece una nueva raza más agresiva, esta si puede llegar a afectar a los híbridos”, explicó William Solano, fitomejorador del CATIE (Centro Agronómico Tropical de Investigación y Enseñanza).

Elías de Melo, investigador en café del CATIE, detalló que a pesar de lo acontecido los híbridos son todavía más tolerantes a roya que las otras variedades de café, pues a pesar de que algunos presentan síntomas de la enfermedad su severidad es muy baja en la mayoría de las situaciones. “Cualquier material con resistencia, aún cuando puede ser afectado por nuevas razas de royas, siempre tendrá una mejor respuesta al manejo y controles de la enfermedad”, afirmó el experto.

La publicación Híbridos F1 de café, resistencia a la roya y estrategias a futuro explica que las nuevas razas de roya surgen por varias razones:

  • Porque el número de factores del hongo de roya aumentó, creando nuevas combinaciones más fuertes o poderosas
  • Debido al uso extensivo de una sola variedad (como ocurrió en Honduras con la variedad Lempira)
  • El no poner en práctica medidas preventivas como aplicar fungicidas, darle una buena nutrición a la planta de café, usar sombra adecuada, entre otras

Esto le da las condiciones ideales al hongo de la roya para desarrollarse y multiplicarse.

Para bajar o evitar el impacto de la roya y sus nuevas razas, incluso si se tienen variedades resistentes, de Melo recomienda a los productores que hagan un manejo integrado del cafetal con prácticas como: fertilizar (de forma orgánica o inorgánica) las plantas de café para mantenerlas bien nutridas, lo cual hará que las plantas tengan mejores posibilidades de aguantar el ataque de nuevas razas de roya; sembrar o mantener árboles (leguminosos, frutales o maderables bien distribuidos y manejados) en el cafetal que brinden una sombra uniforme (que cubra menos del 50%); y utilizar productos químicos o biopesticidas de forma preventiva para disminuir las condiciones favorables para el hongo y usar fungicidas cuando sea necesario.

Soluciones desde la ciencia y el desarrollo

Ante lo que se presenta, desde el punto de vista de mejoramiento genético, Solano mencionó que el CATIE, en los últimos 5 años, ha estado creando nuevos Híbridos F1 de café con nuevas fuentes de genes de resistencia, no usados anteriormente. También, está variando la estrategia de creación de híbridos para incluir varios genes de resistencia a la roya (y no solo uno), con el propósito de acumular diferentes fuentes, brindando así más sostenibilidad a la resistencia del café a la roya.

Por otra parte, en el marco de Programa Centroamericano de Gestión Integral de la Roya del Café (PROCAGICA), en alianza con PROMECAFE, el Centro de Cooperación Internacional en Investigación Agronómica para el Desarrollo (CIRAD) y las instituciones cafetaleras de Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, Panamá y República Dominicana se está coordinando una plataforma de seguimiento y monitoreo de estudios de razas de roya.

Parte importante de esta iniciativa es que se realiza un monitoreo constante de la incidencia de roya en diferentes variedades de café, manteniendo así una vigilancia continua en los diferentes países.

George Scribner, a Panama native, is a senior Disney artist who was commissioned by the Panama Canal Authority to paint the canal’s recent expansion over the course of that construction job.

As before he signed on with Disney long ago, he still teaches art. His next available lessons are a two-day painting with mixable oil paints workshop at the Mendocino Art Center in California, on August 31 and September 1.
